As the community we want a resilient process of reaching consensus on the budget to be paid in each superblock without human intervention whatsoever, so the proposals get funds and no one gets gray hair every month.

Proof of concept needs to me made first.

Reqiurements

1. Budget finalization has to be completely automatic, with no required human intervention
2. There must be a guarantee that all submitted finalzied budgets correspond with at least some masternodes
3. Finalization algorithm must guarantee that the finalized budget that ends up being paid corresponds to budget view of a substantial amount of masternodes
4. There should be reasonable balance between security and final cost of the budget finalization
