Prevent voting during budget finalization
Problem
When there are votes for proposals during finalization period it will result in new finalized budgets being submitted, and combined with network failures or possible proposal synchronization bugs will make finding consensus on budget more difficult
Solution
Deny submitting votes less than 2880 blocks before the proposal to be paid and return error to user
Testnet Details
User is now prevented from voting 10 blocks before the superblock
Budget finalization starts 40 blocks before the superblock
