Clean up docs in git - Doxyfile

  1. We have a Doxyfile, but it doesn't look that anyone has used Doxygen in our codebase since at least 2014. We should either decide on generated documentation strategy (and update a lot of things) or just simply remove this file completely.

  2. There is a file named doc/bitcoin_logo_doxygen.png which is in fact a Dash logo. If we're keeping the Doxyfile we need to update it as well

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
