Proposals going missing

Summary

I submitted 15 proposals to start in superblock 103850 and (due to a miscalculation) run for 2880 payments. A few hours later only 8 of those proposals are still "in the system". I watched 3 disappear from the GUI display in front of my eyes. They're gone from mnbudget show as well, so not just a cosmetic GUI glitch. I wasn't paying close enough attention to be sure, but I think at least some of them went AWOL when I used various sort fields in the GUI. Some definitely disappeared after I voted No for them - all those still in the system I voted Yes for.

Steps to reproduce

Submit a bunch of proposals. See if they're all still there some time later.

Expected behavior

Proposals should not disappear before the appropriate block end. Nor if the user votes No.

Problematic behavior

Proposals have disappeared "at random" or after voting No (in the GUI. Haven't tested in CLI yet).

Possible fixes
