Faulty OpenSSL check causes project to not be able to be built

Summary

Unable to build because of outdated faulty check for OpenSSL not recognizing it correctly.

Steps to reproduce

./configure --with-incompatible-bdb --with-gui=qt5

Expected behavior

Should configure the compile according to environment.

Problematic behavior

Halts during configuration.
