PoS testing: "lumpy" chain

Summary

Uneven block production. Sometimes the chain "freezes" for several minutes, sometimes up to an hour.

Steps to reproduce

No specific steps known. It just happens from time to time, more often than it should.

Expected behavior

Smooth block production on average once a minute.

Problematic behavior

Lumpy block production. Sometimes the chain "freezes" for several minutes, sometimes up to an hour.

Possible fixes

Problem occurred in the straight presstab code so not an integration issue.
