Sync stalls following timeout and replay 15 blocks messages
Summary
SN syncing from scratch stuck at block 2355130.
Steps to reproduce
Sync a node from scratch, perhaps the error will occur.
Expected behavior
Sync should complete with improved performance over v0.13.2
Problematic behavior
Sync fails and the node gets stuck.
