Ask and lock the amount after send

Motivation

Now locking process is working as follows: During start application checks node entries in .conf files and locks transactions accordingly. But there were cases when people trying to send 500CRW twice previous payment was spent and they were confused when ‘outputs’ count was not what they expected to see.

Proposal

So when there is a transaction to yourself and the amount is 500 or 10.000 it can show a message box asking if you want to lock it.
