GUI vote list inconsistent
Motivation
I have had issues with inconsistent vote lists. The GUI only shows x% of the actual available proposals. If I type mnbudget show in the console I see all the available proposals.
Proposal
Solve inconsistency issues, making sure the GUI always reflects what mnbudget show would show.
