Resolve "Pay budget payments in one block"

  • Changed CBudgetManager::FillBlockPayeee() and CBudgetManager::IsBudgetPaymentBlock() to pay budgets in one block
  • Changed CBudgetManager::IsTransactionValid() and CFinalizedBudget::IsTransactionValid() to accept new superblocks
  • Removed CFinalizedBudget::GetBudgetPaymentByBlock() and CFinalizedBudget::GetPayeeAndAmount()
  • Added tests on budget payment
