  block
* CFinalizedBudget::GetBlockStart and CFinalizedBudget::GetBlockEnd
  both return the same block
* CFinalizedBudget::GetBudgetPayments is introduced
* GetBudgetPaymentByBlock and GetPayeeAndAmount are removed
