CFinalizedBudget::IsTransactionValid() expects all payments in a
single block now

* CBudgetManager::FillBlockPayee is paying all budget in a single
  block
* CFinalizedBudget::GetBlockStart and CFinalizedBudget::GetBlockEnd
  both return the same block
* CFinalizedBudget::GetBudgetPayments is introduced
* GetBudgetPaymentByBlock and GetPayeeAndAmount are removed

* First proposal is paid, Second proposal is paid
* Finalized budget has correct start and end blocks
* Budget with zero votes is not paid
* Budget with more votes wins
